This is to help prevent HealthCare.gov from being overwhelmed and they are still aiming for the November 30 deadline for website improvements.
The main cause for the website’s complications is capacity. The site was only designed to host a certain number of users at a single time. On October 1, 2013, the maximum capacity was overreached by more than 100 percent, which is what caused the breakdown of the system.
