Although the 2014 open enrollment period is over, Covered California was one of the relatively few state online marketplace websites that typically worked reliably. The state website surpassed enrollment estimates by over 800,000 individuals. That’s the good news. However, there are many consumers who have had issues with open enrollment or the Affordable Care Act, even though the Covered California site remained functional. According to the LA Times, around 1,500 residents have made formal complaints to regulators.
